Burnie Maybank is a two-time former Director of the South Carolina Department of Revenue who now represents companies and organizations needing state and local tax (SALT), tax controversy and economic development incentives assistance. Burnie has experience in New Market Tax Credit transactions, Opportunity Zone matters, as well as work related to Abandoned Building and Historic Preservation tax credits. Maybank released many South Carolina Department of Revenue policy documents on the incentives when he served as Director of South Carolina Department of Revenue.
He returned to Nexsen Pruet in 2006 after serving as Director of the South Carolina Department of Revenue under Governor Mark Sanford from 2003 through 2005. He also served in that position under Governor David Beasley from 1995 to 1999.

At the request of SC Senate Finance Chairman Hugh Leatherman, Burnie served as Chair of the S.C. Tax Realignment Commission (TRAC). The Commission was charged with submitting a comprehensive tax restructuring plan. That plan was submitted in 2010.
At the request of Senate President Pro Tempore Glenn McConnell, Burnie served on the South Carolina Transportation Infrastructure Study Committee, which examined the feasibility and benefits of public/private partnerships to improve the state’s roads, highways and bridges.
He has served on the statewide transition teams of S.C. Treasurer Curtis Loftis, former Treasurer Thomas Ravenel and former S.C. Governor Mark Sanford.
Burnie received national press in 2005 regarding the S.C. Department of Revenue’s investigation of potentially abusive conservation easement donations, as well as the Department’s investigation under IRS Circular 230 of tax professionals who were involved in tax shelters.
He is co-author of a number of books and law review articles including:
- South Carolina Tax Incentives for Economic Development;
- Local, State, and Federal Tax Incentives for Conservation Easements;
- and State Tax Crimes, all published for the Department of Revenue.
He has also co-authored:
- South Carolina Nonprofit Corporate Practice Manual (2015), second edition, published by the South Carolina Bar
- South Carolina Limited Liability Companies & Limited Liability Partnerships (1st & 3rd Editions);

The words of Julian Nexsen, for whom our law firm is named, still hold true today.
It all started back in 1945 with two lawyers in a small office in Columbia, S.C. From its earliest days, the firm emphasized excellence, integrity and service—the characteristics that have driven its success.
From its humble beginnings, Nexsen Pruet quickly established itself in South Carolina’s Capital, attracting top-tier clients like the City of Columbia, First National Bank and South Carolina Electric and Gas.
Through the 1950s and ‘60s, the firm continued to grow, but it was a slow process. The leaders of the firm did not believe that bigger necessarily is better.
However by the 1970s, the demand for legal services was growing and clients began to seek attorneys who focused in specific areas. So the pace of growth quickened.
Through the 1980s, the firm brought in accomplished attorneys and hired top law school graduates.
In the 1990s and into the 2000s, the firm merged with existing practices and opened offices in new locations. Today, Nexsen Pruet has offices in Charlotte, Greensboro and Raleigh, N.C. as well as Columbia, Charleston, Greenville, Hilton Head and Myrtle Beach, S.C.
